There are four basic skills necessary for acquiring proficiency in any language, including English. These are: first, the ability to understand the language, second, to be able to speak, then, read and finally, write the language. These steps follow the same order mentioned above in the case of a child learning his/her mother-tongue. The first two are primary stages: the child hears and attempts to understand words, to begin with, and then articulates these. Later he/she learns connected speech by making full sentences. Reading and writing are secondary skills which come later in the course of formal education.
In contrast, the learning of a language other than the mother-tongue, especially in the case of an adult learner, does not keep to the same chronology. Often the secondary skills are acquired first and speaking and understanding are delegated to a later phase.
But to be completely proficient in any language all the four skills are equally important and need to be perfected simultaneously.
